Fix file system error -2147219196 (i.e Photos app)
Today I suddenly faced “File System Error ( -2147219196 )” while I was trying to open an image (BMP file). The error occurred right after I had installed some updates. This blog post dives into the error and explains how to fix it.
What is File System error -2147219196
File System error 2147219196 occurs due to a problem in the application itself. It is often related to the Microsoft Photos app. You are then unable to open photos (jpg, png, bmp) or videos (mp4, mov). But also other Microsoft Store Apps can trigger this error. A repair or registration of the app usually solves the issue
How to fix file system error -2147219196
The easiest fix is to uninstall and re-install the Windows Photo app:
In the Powershell window, type Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}
Wait for the command to complete. The Photos app is now re-installed. Try again to open the image or video.

How to set the Photos app to black
After installation of the Photos app, the background color is set to white. To set the background color to black:
Open the Photos app
At the right top click the 3 dots …
Select Settings
Scroll down to Mode.
Mode is probably set to Use System Settings. Change it to Dark and restart the Photo app

This worked! Thank you. I can open the Windows photo app again, but the background of the photos is always white and I remember it being black before. Is there a way to get it back to being black?
Hi Nika, you can set the background back to black in the settings. Open the Photo app, at the right top click the 3 dots … Then choose Settings. Scroll down to “Mode”. It’s probably set to “Use System Settings”. Change it to Dark and restart the Photo app

Thank you!!! This worked perfectly. I’ve had this issue for over a year. I tried lots of ‘solutions’ but nothing worked. I was unable to open several MS Store apps (inc Photos, Alarms & Clock, calculator). But now they all work. 🙂
